CEO of the National Home Builders Registration Council, Sipho Mashinini, holds government accountable for the 3 000 houses which Minister Sexwale intends demolishing as they were not built or registered with the NHBRC.
Changes to the NHBRC's mandate will impact on developers and builders and provide much needed consumer protection. The legislative review team will consider current shortfalls and make recommendations. But it will take a year before the White Paper is proposed and open for public scrutiny.
The ability to meet any challenge: Pressure and temperature measurement in the chemical industry

Greg Rusznyak,writes in clear and concise terms, with relevant illustrations alongside, about how the chemical industry makes extremely high demands on all instruments used within their processes. They are subject to strict international guidelines like the Pressure Equipment Directive (PED) and ATEX. Electronic and mechanical measuring instruments for pressure and temperature are used for general applications as well as in potentially explosive areas, and must operate as satisfactorily in aggressive environments as in non-aggressive environments.
In pressure measuring instruments several measurement principles are available, from absolute to relative and differential pressures. These instruments must be produced in accordance with the Pressure Equipment Directive 97/23/EC (or similar) and within a quality management system. Pressure measuring instruments are available in several variants, such as capsule gauges for measuring the lowest pressure ranges (0 to 2,5 mbar), and bourdon tube and diaphragm gauges for pressures up to 7 000 bar.
In the same way, temperature measuring tasks require a solution from mechanical and electrical measuring systems. Custom measurement systems (such as multi-point assemblies for chemical reactors and extremely-high-temperature measuring instruments for combustion plants) are also based around these methods. Many applications require the use of thermowells, either as a standard design, or as a custom design, engineered specifically for the application.

IQSA Conference and Exhibition goes outdoors
Please note that this year's annual event, which takes place at the Eskom Convention Centre in Midrand from 14-15 April, will focus on a large outdoor exhibition, together with the usual indoor exhibitors.
Outdoor exhibitors will be able to display their large equipment, and plans are to focus most of the activities during the two days in the outside arena.
The conference looks to be promising, with most speakers confirmed at the time of writing. Please note, however, that the programme on the web is a provisional one only.

About the author
Cuthbert Nyamupangedengu has an honours degree in electrical engineering from the University of Zimbabwe and a M.Sc. Engineering (with distinction) degree from the University of the Witwatersrand, Johannesburg. He is a lecturer at the University where he is also currently working towards a PhD. From 1995 to 2005 Cuthbert worked for the Zimbabwe Electricity Supply Authority in various capacities mainly in power system planning and development. His interests are in diagnosis of high voltage solid dielectric insulation with emphasis on power cables.
Barberton Mines upbeat on its future prospects

Michael du Toit, managing director of Power Process Systems, is the personality of the month. When he and his father, Charles, started PPS in Vereeniging in 1993, Michael says he was "the driver, receptionist, store man, tea lady, welder, laminator, assembler and sales representative". There are many power quality analysers available today. One of the reasons for this relates to the need to better understand harmonic penetration within the system as well as a need for the general assessment of power quality. You have probably heard the term ‘harmonics’ before, but do not understand what it means or where it comes from. Numerous technical articles have been written on this subject; however, these articles do not always address our basic problems in an understandable way. In this article, we review the capabilities of the power quality analyser K6310 as an example, but review the basics of power quality.

Bag filters to remove particulate materials from flue gases are becoming increasingly common. A clean burning smokestack may well be a sign that a bag filter is installed. However, we previously noted that nitrogen oxides are harmful pollutants [1,2], as are sulphur oxides. This article relates to the latter.
Take note
• Many of the most harmful emissions from smoke stacks are invisible.
• Sulphur oxides are harmful pollutants and are removed from flue gas by scrubbers.
• Special magnetic flow meters must be used in the control of limestone slurry fed to the scrubber.

Power transmission choices - busbar jointing

The Eskom expansion project will see an increased demand for busbars (not only smelters but any buyer with a demand over 10 000 V such as municipalities, mines etc.) Conductivity is the first consideration in the selection of a suitable busbar material. Various textbooks say that the best conductors of electricity in descending order are: Silver, copper, gold and aluminium. However, only aluminum and copper have economic appeal.
Take note
• Aluminium enjoys a more than four time price advantage over copper for use in busbars.
• Aluminium forms a surface oxide layer which is non-conductive.
• Welded joints are preferable, but bolted joints offer a good, simple, solution.
• Surfaces to be bolted must be cleaned of oxide before jointing, and then sealed to exclude oxygen.
• Serrated washers can be used to rupture the oxide layer, thereby eliminating the need for surface preparation.

The majority of photovoltaic systems in Germany feed the electricity gained from solar energy into the mains grid by means of an inverter. The responsibility for this grid is held by the local grid operator. With solar systems making their way into the South African market, and discussions of future possibilities to feed into the local grid, it is appropriate to draw from the experience of developed countries such as Germany in this field.

• Any power source connected to the grid must be able to be disconnected.
• In many grids it is mandatory that switching is automatic if certain parameters vary by set amounts.
•Careful consideration of these parameters allows optimisation of the amount of grid energy derived from solar.

Much about electronics cooling systems was simpler in the past. If greater heat production or even dangerous heat concentrations were expected, fans were first mounted. These provided cooling airflow, gave us a clear conscience, and were generally sufficient to make us feel like we were on the safe side. However, with the increase in power and packaging density of electronics, the range of sources generating heat became greater and greater to the point where it was necessary to resort to active climate control units and water cooling, directly at the processor. The correct selection and sizing of the cooling components can no longer be taken lightly as this may determine economic success and future security of the entire investment as well as the trouble-free operation of entire production systems and processes.
Take note
•Cooling industrial electronic systems is more complex than in the past.
•Cooling needs cannot be guessed, but should be carefully evaluated and simulated.
•Organisations that specialise in enclosure cooling can partner with you to provide an optimal solution.

Surge Protective Devices (SPDs) are installed at most industrial or commercial facilities to protect equipment against transient events. These SPDs can be located anywhere in the electrical distribution system. Because these devices are primarily connected in parallel (the so-called ‘one port’ type), failure of the SPD does not necessarily cause any immediately noticeable symptoms for the user.
Take note
• As most industrial SPDs are single part devices and are connected in parallel, failure is not necessarily obvious.
• Monitoring of SPDs is essential.
• LEDs or other visual devices are commonly used.
• Remote monitoring capabilities are also available.

James Funke is the chief engineer for surge products at Eaton/Cutler-Hammer. Francois Martzloff is the principal of Surges Happen. His professional career began in 1953 as a designer of high voltage fuses for Southern States Equipment Co, in Hampton, GA. In 1973, he helped pioneer the first transient withstand tests for Underwriters Laboratories Standard on ground-fault circuit interrupters, where the concept of the 100 kHz ringwave was first proposed to industry. Francois is a life fellow of the IEEE and has contributed to the work of several IEEE committees, in particular the revision of a guide on surge voltages into a recommended practice on powering and grounding sensitive loads.

The Rustenburg Rapid Transport (RRT) project was officially launched recently by the Executive Mayor of Rustenburg, Councillor Mpho Khunou, at the Rustenburg Civic Centre to stakeholders, Government officials, local Rustenburg businesses and the media. Currently in the initial planning and design phase, the RRT project will invest R3-billion over the next four years to deliver a transformed public transport service to the people of Rustenburg by 2015.

Indigenous edible plants as sources of nutrients and health-benefiting components

The project is being undertaken by the CSIR, in collaboration with the Agricultural Research Council (ARC) and Mintek (South Africa's minerals research organization). The main aim of the project is to focus on the role of indigenous edible plants in improving food security and the health of communities by providing nutrients as well as other health benefiting components (nutraceuticals).
From this study it is concluded that Amaranthus cruentus is potentially a good dietary source of the pro-vitamin A carotenoid (β-carotene). Thus consumption of Amaranthus spp may contribute towards reducing vitamin A deficiency among South Africans. Amaranth is also a good source of antioxidants (nutraceuticals) and those identified in this study include canthaxanthin (which has also been reported to be an antitumor agent) and lutein, which is reported to slow down the development of age-related eye diseases.
In our special report for August, MechTech visits Consol's soon-to-be opened flint-glass bottle manufacturing facility in Nigel. The Nigel greenfield project is set to add a further 220 000 t/a to the company's current output, taking Consol's total glass capacity to over 1-million t/a - equivalent to 4-billion glass containers.

Wastewater minimization in batch plants is gaining importance due to intensifying environmental legislation and the gradual reduction in the number of freshwater sources. Intrinsic in the minimization of wastewater in batch plants is the reuse of wastewater through intermediate storage vessels. However, the intermediate storage vessels take up unnecessary space which is undesirable in processes which are generally undertaken in limited spaces. Furthermore, in any batch process there are processing units that are not used extensively in the time horizon. The idle processing units can be used as storage vessels, since any processing unit is, in essence, a storage vessel. In doing this one can reduce the size of the central storage and increase the utilization of capital intensive processing units.

Johnson Controls Facility Management (JCFM) was awarded an energy performance contract at the SABC facility—situated in Auckland Park—with the task to reduce the electricity bill of South Africa’s National Broadcaster.
The Auckland Park campus of the SABC is situated in Johannesburg and is divided into the Radio Park campus and the TV centre. The building complex has a total net floor area of approximately 70 000 m2 consisting of offices and studios. All net floor areas are airconditioned by centrally chilled and hot water systems.
The author’s company performed a detailed energy audit during 2006 to identify energy savings opportunities and calculate the potential for electricity cost savings. During the audit new airconditioning control, dry mist evaporative pre-cooling and pump variable speed drive (VSD) savings strategies were identified and proposed to the client.

- The SABC building complex in Auckland Park has a 70 000 m2 floor area.
- Energy saving strategies has identified an annual saving of R3,5 M per year.
- Payback time on the project is less than 12 months.
- Success lies in the correct commissioning and operation of energy savings equipment over time.

Semi-fabrication is a process through which the rolling or extrusion billets, or other outputs of the smelter are transformed into the extruded shapes and the flat foil, sheet or plate used to fabricate aluminium products. This article explores this semi-fabrication process.
While cable and wire can be the product of extrusion and drawing, this article considers only the former in detail. The process, nevertheless, is of general interest and is thus considered in some detail in this article.
Take note:
• Semi-fabrication is the process whereby the output of a smelter is transformed into an extruded shape or a foil, sheet or plate.
• Virtually any shape (profile) can be achieved by extrusion.
• Forging involves hammering or pressing the aluminium into the required shape.
• Extension is often regarded as a subset of forging.

This article explores the Fray Farthing Chen (FFC) Cambridge process, a novel method for the electrochemical de-oxidation of metal oxides in molten salt, discovered at the University of Cambridge in 1997. The process was hailed as a highly promising, potentially low cost, novel method for the production of titanium metal direct from its oxides. The author, former senior process engineer at British Titanium Plc, the company originally tasked with commercializing titanium production via the FFC Cambridge process explores the history of the process, attempts at commercialization, NASA's alternative application, and present status of the process.

The balance is consumed by power stations and auxiliary systems. In this article, we will consider how Variable Speed Drives (VSDs) and motors contribute to energy consumption and how to optimise your plant.

• Electric motors use between 50 and 60% of the national electricity load.
• A VSD and motor combination can be made optimally efficient.
