The GSCC is an executive authority that over-
sees andmonitors the progress of transforma-
tion and empowerment in the construction
sector. The report is a factual, qualitative and
quantitative assessment of how the compa-
nies and entities in the construction industry
have implemented each of the seven broad-
based black economic empowerment (BBBEE)
elements (equity ownership, management,
employment equity, skills development,
preferential procurement, enterprise devel-
opment, socio-economic development)
since 2009.
The intention of the report is to provide
a clear overview of the level of compliance
with the construction sector code. It high-
lights areas with shortcomings that require
improvement with the definitive purpose of
improving the measurement of empower-
ment in the construction sector in the future.
The companies that participated in the
research was largely those from the Construc-
tion Industry Development’s registrar and
represented the construction value chain –
built environmental professional, constractors
and construction material manufacturers.
The compilation of the report was
largely hampered by the ‘inadequate’ and
‘disappointing’ response with the forwarding
of BBBEE certificates and scorecards.
Notwithstanding this, the GSCC CEO, Thabo
Masombuka said that the report provided
the GSCC with a ‘platform to continue with
monitoring and evaluating the state of the
sector going forward’.
The report highlighted four aspects.
The first is that the construction industry is
showing progress towards transformation –
71% of the sample reflected an upward bias
for BBBEE.
The second is that the construction
industry has shown an enhanced level of
compliance with the construction sector
code. This is evident from the increased
number of annual scorecards in addi-
tion to the increase in the number of
compliant contractors and other built envi-
ronment professionals.
The report showed that the number
of black and black-women ownership in
the construction industry across all sizes
increased significantly.
The Construction Sector Charter
Council (GSCC) recently launched
its first ‘Baseline Report on the State
and Progress of Transformation and
Empowerment in the Construction
Sector from 2009 and 2013’. This follows
months of collecting certificates and
scorecards from companies in the
construction sector.
These ownerships are extreme though: either
they are 100% black ownership or no black
ownership at all.
