Master Builders South Africa (MBSA) welcomes the 2026 National Budget Speech delivered by the Minister of Finance, Enoch Godongwana, noting government’s firm commitment to fiscal stabilisation and infrastructure-led growth.

MBSA responds to the 2026 National Budget Speech

The announcement that public-sector infrastructure investment will exceed R1 trillion over the medium term reinforces the central role of construction in rebuilding economic momentum, strengthening service delivery, and restoring investor confidence.

“Infrastructure is not just a budget line item, it is the backbone of economic recovery,” said Sam Ngcongo, President of Master Builders South Africa. “A sustained and credible project pipeline gives contractors the certainty required to invest in skills, capacity, and innovation. This is how we create jobs and deliver lasting value to communities.”

MBSA particularly notes the emphasis on transport, energy, water, and logistics infrastructure sectors that directly impact productivity and competitiveness across the economy. The Association further acknowledges the balanced fiscal approach adopted in the Budget, with debt stabilisation and deficit reduction supporting long-term macroeconomic stability.

However, MBSA stresses that the true measure of success will lie in execution.

“Allocations alone will not transform the sector,” Ngcongo added. “Efficient procurement processes improved municipal capacity, and strict adherence to payment timelines are essential to ensure that infrastructure spending translates into real projects on the ground. The industry stands ready to partner with government to accelerate delivery.”

MBSA will continue engaging with National Treasury and relevant departments to advocate for practical reforms that enhance project implementation, strengthen the construction value chain, advance transformation and skills development, and uphold the highest standards of health and safety across the sector.

MBSA reaffirms its commitment to working collaboratively with government and industry stakeholders to ensure that the 2026 Budget’s infrastructure ambitions are realised in a manner that drives inclusive growth and sustainable development.
